TRANSITIONAL LABOUR MARKET (TLM) PROGRAMME


The Barnsley Transitional Labour Market (TLM) Programme enables long-term unemployed people and those with additional barriers to move into employment with real wages and decent terms and conditions.

On the TLM Programme individuals are employed by a company for up to 12 months, and are provided with a comprehensive support package to help them into the mainstream labour market.

TLM Programmes have been recognised by the government as an innovative, effective measure to provide an individually tailored package of work place experience, training and specialist support to long-term unemployed people.

The employees’ wages and training will be financed through the TLM Programme and conducted by an external training organisation. Employers provide good supervision and ‘on-the-job’ training within the workplace during the placements.

Throughout their contract term, TLM employees will apply for permanent jobs from a position of being in employment, having fresh work experience, evidence of learning and current references. The aim of the TLM programme is to have the employee in permanent employment before the end of the contract period.
