INTERMEDIATE LABOUR MARKETS/JOBS POOLS

As will as supporting groups to develop projects around Community Enterprise a number of Intermediate Labour Market Projects have also been established by CERT. This kind of project (ILM) is a type of special employment measure that provides a bridge back to work. It brings real jobs to the local community and can remove obstacles that may be stopping individuals wishing to return to work. This could be through a lack of valid experience, qualifications, or a person’s lack of confidence or low self-esteem.

GRIMETHORPE ILM JOBS POOL, which is managed by NACRO, was one of the first to be launched earlier this year and has employed eight local people on fixed employment contracts. The employees are now working on community projects and it is envisaged that by allowing projects time to develop and grow, this will enable them to bring further wealth into the local economy.

PRIORY CAMPUS LIMITED is also operating a successful Jobs Pool Project with the support of CERT, which was also launched earlier this year. A number of organisations housed at the campus have offered places for the ILM employees who in turn receive work experience, develop new skills and will also obtain relevant qualifications through a customised programme and a fixed term waged contract of employment.

MIND in Barnsley who are renovating the Co-operative building on Market Street, are also working together with CERT on an ILM Project. A number of employees, who are developing a ‘ONE STOP SHOP’ are busy gathering data for a public access point for people to access information on Health and Community Care issues.

Everyone employed on the ILM/Jobs Pool Projects is receiving ongoing support, mentoring and guidance from Project Co-ordinators assigned to each project. Jobs created on these projects have included, Clerical, Administrative, Customer Service, IT, Landscape Gardening, Security, Caretaker, Catering and Co-ordinators.

TEXTILE INITIATIVE – Is being run in the first year as a pilot project: that means that if it is successful it will continue to run on an annual basis afterwards. The project is all about improving peoples’ employability and seeks over the course of the year to develop its workers into a skilled production team, capable of making high quality, high value fashion garments. It is envisaged that the initiative will secure regular contract work and/or develop sufficient “in house” production for retail sales that it will become a sustainable community enterprise.
