In November 2001, the Cabinet of Barnsley Council examined the possibility of a new vision for Barnsley based on the regeneration potential of the urban centre. An invitation was accepted to join the Yorkshire Forward Renaissance Towns Initiative with the aim of bringing about a sea change for regeneration – Rethinking Barnsley had begun.
The initial Rethinking Barnsley Prospectus set out the challenges facing the Borough and the need for a new vision to structure the town’s development in the new millennium. Focus was concentrated on the image of Barnsley, the need for private sector investment and stronger public realm in the town centre. The prospectus set out a programme of creative workshops that would involve and consult the community under the banner Rethinking Barnsley. This would lead to the development of a Masterplan for the future of Barnsley.

This document was drawn up by Alsop Architects in conjunction with the Rethinking Barnsley Steering Group, the Council and Yorkshire Forward and set out the principles to guide redevelopment in the town over a 30 year period. Effectively this marked the end of Rethinking Barnsley and the start of Remaking Barnsley as the front cover proclaimed. The centre of Barnsley was divided up into seven districts, or sectors, each with its own major focus of use but all interconnecting with each other.
