BUSINESS LINK YORKSHIRE CHOOSE PRESTIGIOUS BARNSLEY OFFICE SPACE TO SET UP NEW HEADQUARTERS
Business Link Yorkshire has become the first occupier to move into prestigious new office space at Capitol Park in Barnsley. The 30,000 sq. ft Capitol Court building, developed by Priority Sites, has provided the business advice and support organisation with strategically located headquarters from which to run their brand new operation, which covers the whole of Yorkshire and the Humber.

Business Link Yorkshire now occupy 15,171 sq ft at One Capitol Court, a joint venture project between leading regeneration specialist, Priority Sites and top Yorkshire developers Sterling Capitol. The development is ideally located just off junction 37 of the M1 motorway and lies just a few minutes from Barnsley town centre.
Helen West of Business Link Yorkshire, comments; “The location of our new operation was absolutely crucial. The new Business Link organisation has been designed to centralise operations, encompassing all four former sub regional Business Link, and many of their previous employees. From here, we will be servicing the whole of Yorkshire and the Humber. It was therefore vital for both organisation and staff, that our new location within the region is centrally located and has fantastic road connections to all parts of Yorkshire.”
Helen continues; “It was also essential that the new business space met the requirements of a large, modern organisation. We have a 300 strong team, with 165 full time staff based at Capitol Court and we planned for all head office functions and our Customer Information centre to be based at the new offices. We had a lengthy search to find the right premises and Capitol Court has ticked all the right boxes.”
When completed, the entire development at Capitol Park, which is being brought forward by Sterling Capitol, will also house a hotel, provision for a 250-space park and ride facility and a further 450,000 sq. ft of industrial and office accommodation offering the business community high quality facilities that are a real alternative to city-based premises.
Lee Buchanan, development manager for Priority Sites Ltd, comments: “We are delighted to welcome Business Link as the first occupier at One Captiol Court. We have worked very hard to create prestigious, Grade A business accommodation that will meet the needs of modern organisations. The prime location of the development makes it an appealing proposition for both Barnsley companies looking to expand and businesses from further afield, looking for a strategically located office space with direct access to the M1.
Shaun Higginbottom, Barnsley Development Agency adds “We are absolutely delighted that the new Business Link service has chosen Barnsley for its new headquarters. Not only does this building offer prestigious office accommodation, it is also ideally located to serve local and regional markets – something which will be key to Business Link’s service.
Barnsley is a great place to do business, and this relocation is a clear indication that a service such as Business Link recognises the advantages we can offer.”
The Business Link lease agreement for Capitol Court was completed by Chris Rowlands and Co. The office space that now remains available within the development ranges in size from 5,000 sq ft up to 15,000 sq ft. MARKETS PROJECT DEFINITELY GOING AHEAD, SAYS COUNCIL LEADER
Leader of Barnsley Council Cllr Steve Houghton today announced that the cornerstone of the Remaking Barnsley initiative – the Market project – will definitely be going ahead, but he did acknowledge there had been a delay.
He announced on behalf of all partners – Barnsley Council, Yorkshire Forward and developers 1249 - that the project is alive and kicking, but that the timescales have had to change because of the lack of a firm position with a main contractor.
“A delay is unfortunate,” said Cllr Houghton. “The uncertainties associated with the current financial climate and the well publicised ‘credit crunch’ has meant that we have hit some difficulties while trying to negotiate a satisfactory price for the contract. Unfortunately, this has taken longer than expected, but I am pleased to offer reassurance to the Barnsley public that this highly-anticipated project is still going ahead.”
This has meant that the overall project will be delayed up to 12 months, with demolition of the Central Offices and retail units underneath is now planned for 2009, and the entire market opening for business in autumn 2012.
Cllr Houghton also announced that the first major retail name to commit itself to taking retail space once the new market is open – Debenhams – is still firmly behind the project. He also anticipated being able to announce two more household names – one a cinema, another a retail outlet – would be committing to the project within a matter of weeks.
The new timescales has also meant that the Christmas 2008 shopping programme, including Christkindlmarkt, will take place as normal. Council and developer representatives are already speaking to traders and retailers about offering quality temporary lets and a continuation of existing tenancies until demolition work starts.
Service diversion works have taken and continue to take place to ensure the site is ready for the new development and that the town continues to function effectively in the interim.
“Things are moving quickly in Barnsley,” he said. “We have already seen some key buildings appear over the last few months, including the Digital Media Centre and the Interchange. Work is continuing on the Civic and other key projects such as the consultation on the town’s extensive street upgrading works and open spaces. Private developments such as Gateway Plaza and the recently announced new college buildings also add to the excitement.
“I appreciate that there have been worries from some quarters about how the new market will affect them, but measures have been put in place to support all those who have space in the current market, and as a result occupancy levels are up. We will continue to work with our partners and traders’ representatives to discuss further measures in order to allay any concerns and to make sure that the market remains the hub of the town centre shopping experience. We must make sure that the town remains a vibrant, attractive place to visit even during the periods of demolition and development, and we will do all we can to ensure that it functions as normally as possible during this time.
“There is a very real need for the market development to take place to make sure that Barnsley can effectively compete with surrounding attractions, and I am sure most people recognise this and welcome the work that is being put in to make this happen. It will happen, have no doubt about that, and when it does, we really will see a modern, vibrant and pulsating town centre that will make us the envy of not only Yorkshire, but the whole UK and beyond. The journey might be taking a little longer than first expected, but the destination will be worth the wait.”

We are delighted with how successful the development has been attracting companies such as Lifetime Financial Management, GM Wilson Solicitors, Kinetic and now MED-EL UK taking the last unit”.
MED-EL was founded as a medical electronics research and development company producing the world’s first multi-channel micro-electronic cochlear implant in 1977. From their head office in Austria they have developed a presence in all major global markets employing more than 500 people worldwide. MED-EL UK Limited is one of 17 international offices, previously based in Holmfirth, the company has now moved into their prestigious new premises at Great Cliffe Court giving them an ideal central UK location.
Cassandra Brown, MED-EL, said “This is a fantastic strategic move for our company, these premises are beautifully presented enhancing our corporate image and even more importantly right on the door-step of the motorway network, which provides us with easy access to our clients across the UK as well as enabling us to grow and provide even better services for the hearing impaired.”
Angela Pedley, Barnsley Development Agency, added “We are delighted that MED-EL has chosen to locate at Great Cliffe Court. The inward investment of such international innovative organisations highlights the success of this development and is a true example of companies realising the business opportunities Barnsley presents. EUROPEAN INKJET MAKE FIRST MARK ON LONGFIELDS

The new Longfields Court development at Wharncliffe Business Park, Barnsley provides outstanding business space in an excellent location, with ideal business start- up premises in addition to accommodation for companies looking to expand or relocate in Barnsley.
Angela Pedley, Barnsley Development Agency commented “Longfields Court provides businesses with an excellent range of units and serviced office suites with transport links to the major link roads across the region including the M1 motorway. We are pleased to welcome and to have assisted European Inkjet Ltd as the first occupier of Longfields Court.”
European Inkjet Ltd, a company founded by brothers Max and Guy Smith, will be locating at the brand new development within the next few weeks. The application of this technology will allow identification of genuine products or documents and help to counter the activity of piracy and counterfeiting. The company have already won a seven year contract to supply an organisation involved in security printing and currently have interest from several European governments.
Max Smith, European Inkjet Ltd added “Barnsley Development Agency have been extremely helpful in assisting us with our company growth plans and in the identification of more suitable premises. AGENTS APPOINTED TO MARKET SECOND PHASE OF SUCCESSFUL BARNSLEY SCHEME
Industrial accommodation in high demand at Shortwood Business Park. Leading regeneration specialist Priority Sites has announced Chris Rowlands & Co and Knight Frank as the appointed Agents to market a second phase of commercial accommodation at Shortwood Business Park.
The new phase on the Business Park, which is conveniently located just off junction 36 of the M1, will comprise 63,000 sq ft of high quality industrial units, ranging in size from 4,000 sq ft to 10,000 sq ft.
The decision by Priority Sites to develop further commercial premises at the Park follows the successful completion of 59,800 sq ft of industrial accommodation, which is now fully occupied. It is anticipated that the new commercial space will be completed by October 2008.
The new premises follow a similar recipe to the existing units and will be suitable for a wide range of businesses and operations, from local companies wishing to expand, to firms from outside the region requiring convenient motorway access.
New occupiers wishing to take space at Shortwood Business Park will join firms such as Monarch Indexing, Majestic Showers and Millbrook Healthcare, who are now all trading from the Business Park.
Karen McFarlane, senior development manager at Priority Sites comments: “We are very pleased to announce the appointment of Chris Rowlands & Co. and Knight Frank to market the scheme. Even before the build has been completed, we’ve seen a high level interest in the space. It seems potential occupiers are keen to take advantage of both a superb location and the real value for money that these high quality units offer.”
Rebecca Schofield from Knight Frank, adds: “This is a prime location which offers a fantastic commercial base for both local and national firms. The first phase has proved very popular – a broad range of companies snapped up the premises to reap the benefits of Shortwood’s close proximity to the M1. We are confident that the units on this latest phase will be equally well received.
Chris Rowlands from Chris Rowlands and Co, said: “Priority Sites have proved time and time again that they provide an excellent value for money product. Everything that they have built in Barnsley in recent years has sold or let successfully allowing many businesses to become established and flourish. I am pleased to be able to continue my association with Priority Sites at Shortwood as I am confident that the development will be successful.
Shaun Higginbottom from Barnsley Development Agency, adds; “Barnsley offers businesses looking to relocate both an excellent geographic location and according to a recent independent study the most competitive costs in the UK. The development at Shortwood Business Park will provide businesses with a fantastic site which is already home to other world-class companies, making it an ideal location for any business whether large or small to grow.”

The new premises will be suitable for a wide range of businesses and operations, from local companies wishing to expand, to firms from outside the region requiring convenient motorway access.
“Ashroyd Business Park is a really high profile site in a superb location,” explains Shaun Higginbottom from Barnsley Development Agency “We are really excited about the opportunities this new development offers to secure a major manufacturing or logistics operation to the area. Barnsley is becoming the number one choice for many businesses that are looking for growth and expansion and we are delighted to offer all the essential business support services to make the move as straightforward as possible.”

FRENCH RAILWAY BUYS BARNSLEY BAGUETTES
Britain's assault on French cookery has been stepped up by a Yorkshire bakery which has started exporting lorry-loads of baguettes across the Channel.
Fosters of Barnsley has used a legal loophole to beat local boulangers to a contract supplying the narrow loaves to the whole of the French railway system.
The order follows a double whammy for North of England butchers who stole Grand Prix d'Excellence awards earlier this year at Europe's biggest black pudding contest in France. The Real Lancashire Pudding company went on to take two gold medals in the usually French and Belgian-dominated tasting organised by the Compagnons de la Gastronomie Porcine.
The baguette triumph, which has earned Fosters managing director, John Foster, the French media title of "most hated man in France", is down to the firm's expertise in making long-life loaves.
French local law forbids the use of fat which is key to the long-life process, Foster said yesterday, but competitors from elsewhere in the European Union can sidestep the ban, under European legislation. Building on the "rolling stock" order, the Barnsley bakery is now challenging the brioche market in France, using the same method.
"Their own bakers could give them a good product, but it didn't fit the railway's needs," said Foster. "In Yorkshire we've a tradition of giving customers what they want. They asked for baguettes which don't go stale and we said yes, we can do you them. We're shipping the stuff out by the wagon-load."
Foster said he had been surprised by the "cheek" of the mismatch between French and EU law but recognised a good sales opportunity.
Barnsley is set to lure tenants from both Leeds and Sheffield, writes Hardeep Sandher. Barnsley may have lost out in the FA Cup semi-final last month but that has not stopped the mining town from being noticed outside of its South Yorkshire boundaries.
‘Remaking Barnsley’ is the council’s strapline for the town’s 30-year regeneration project, but although a recent KPMG report named it one of the most cost-effective places to run a business, remaking the town is a tough task. Building costs are rising and the race is on to complete developments before the end of the year, when Objective One, the government and European funding programme, finishes.
However, both developers and the council are prepared for the difficulties that lie ahead and several developments are expected to get underway this year. Quest Property and Landmark Development’s joint venture, Gateway Plaza, will offer a mix of retail, leisure and offices, while the £170m Barnsley Markets project aims to invigorate the town through a 1m sq ft market and retail-based development.
‘We’ve said from the outset that we want Barnsley to be the 21st-century market town,’ says Jo Savage, senior development director in the Remaking Barnsley team. ‘We want it to be the best place to start or to grow a business.’
Savage’s team is one of the reasons Barnsley has been able to achieve so much regeneration in a small amount of time – since the team began in 2002, eight of its schemes have started on site or are completed. In addition to Gateway Plaza, other successes are the £24m Barnsley Transport Interchange and £9.7m Digital Media Centre, both of which were completed last year.
The Gateway Plaza project, which is set on a former canister factory, is a mixed-use development that will encompass 90,000 sq ft of offices, 21,000 sq ft of retail, the recently secured Premier Inn and Brewers Fayre on a 20-year lease, and 188 flats.
‘There is nothing like the Gateway Plaza scheme in Barnsley at the moment. It is following the lead the bigger cities have taken,’ says Chris Gilman, director at Landmark Development. ‘We found that having offices, apartments, a bit of retail and, in Barnsley’s case, a hotel, works really well. Each of the different uses have the benefits of the others being on the same site.’
Developers believe in Barnsley’s potential as a halfway point between Sheffield and Leeds. The Gateway Plaza will offer office space that is almost £12/sq ft cheaper than in either city.
‘The office market isn’t going to be as great as Leeds’, but there is always demand, particularly from government occupiers and local authorities, especially if we offer a good product,’ says Gilman.
POSITIVE CHANGE
In contrast to the Gateway Plaza, the Barnsley Markets site stretches over 1m sq ft. The site contains empty office buildings, an outdoor market and retail, all of which will be demolished.
The 1249 Regeneration Partnership, which includes developers Ashcroft Estates and Guildford Group, is raising finance for the redevelopment of the area, which is scheduled to be completed in 2011. The project will feature a new market building and retail. It will also have 100 flats and a cinema complex.
‘The market scheme will make a massive difference. Barnsley’s retail has been weak for a long time – it has driven people to Meadowhall,’ says Gilman.
But there are also difficulties for private sector developers that may be holding back development. Rising costs have meant that the returns are not always matched.
‘Being a developer in a town like this is difficult – whether you’re building in Leeds or Barnsley, the cost of construction is the same, but you’re only getting 70% of the value that you would get on residential and perhaps 50% of the value on offices,’ says Matthew Stephens, development manager at Quest Property.
‘You’re not talking about the £23/sq ft rent that you would get in Leeds – in Barnsley it’s nearer to £15/sq ft.’
Here, funding from Objective One has assisted developers. The downside is that Objective One is now running out, and the new scheme, the European Regional Development Fund, focuses on training rather than property. However, Stephens considers this a positive change.
‘You do have these horror stories that with Objective One funding you had buildings being built for the sake of it, with no one in them.
‘We don’t want that to happen with Gateway Plaza, and fortunately, I think we have got the edge because it is a complete mixed-use scheme rather than a standalone 50,000 sq ft block.’
Savage says that, because of schemes like Gateway Plaza, the town has the confidence to be choosy about what is developed and where, stating: ‘Now, we have the choice to turn away developers if we feel a scheme isn’t right for Barnsley.’
One thing is for sure: Barnsley’s future is a lot more promising than its football team.
BARNSLEY JOKES ARE WEARING THIN AS THE TOWN FINDS REASONS TO SMILE
In case the ex-mining community fails in its dreams of FA Cup glory, regeneration is giving it a long-awaited reason to celebrate
They are on their way. Thousands of people from Barnsley are heading to Wembley to watch their football team in tomorrow’s FA Cup semi-final.
When the game against Cardiff is over, they will go back to Yorkshire and the community that has grown wearily accustomed to its status as the proof that it truly is grim up north.
To get it quickly out of the way: flat caps, coalminers, Dickie Bird, whippets, Kes, pit closures, Michael Parkinson, brass bands, Arthur Scargill, pigeon fanciers, scarred landscapes, Geoffrey Boycott.
On Skins, the teen counter-culture drama set in Bristol, one character informed her friends recently: “Mum sends our Christmas presents to the poor in Africa. And Barnsley. Except for Scrabble, ’cos Mum says they probably can’t read.” The mockery is not confined to the Southerners. After an away win at Barnsley a couple of weeks ago, a Sheffield United fan told his local radio station that he had passed the town’s mud huts and manure-paved streets to reach the railway station “where the Barnsley fans are staring in awe at the wheels of the train”.
Light-hearted banter? Perhaps, but good things are not supposed to happen to Barnsley. Success belongs to another world, where people’s jobs, pride and dignity have not been not ripped apart by industrial collapse.
When the football club does well – as in 1997 when Barnsley won promotion to the Premiership – it is briefly patronised as a plucky underdog before slipping back to dour obscurity.
Observe closely this time, however, as it may become apparent that the spring in the step – and the sense of anticipation – will last for longer than 90 minutes. Regeneration is a dream nurtured in town halls throughout Britain. Come to Barnsley and you can see it happening before your eyes.
A swift tour of the town on a sun-soaked afternoon took in the newly opened £24 million transport interchange, the £17 million civic theatre project and a new cutting-edge digital media centre. It is all part of a £350 million redevelopment of the town centre over the next five years, with European funding and public and private sector finance.
The soul-deadening, flat-roofed, 1960s concrete structures that comprise the town’s shopping heart are to be ripped down and rebuilt to include a spectacular new indoor market. In another £230 million project, all 14 secondary schools are being demolished and replaced by ten purpose-built “advanced learning centres”.
The Times’s guide was Matthew Stephens, 34, a property developer whose own £90 million Gateway Plaza – a mixture of apartments, office space, hotel and shops – is due to be completed in 2010.Mr Stephens, a Welshman and evangelist for Barnsley’s future prospects, enthuses over the value for money the town represents for an investor, in contrast to Leeds and Sheffield. He admits that his biggest hurdle lies in persuading people to give the town a chance. “You go to London to try to raise capital and they say ‘Barnsley? You must be joking’. They’ve all got that negative stereotype in their head. But when they finally see the place it’s a different story.”
When Will Alsop, the architect, revealed in 2002 his vision to remodel Barnsley along the a lines of a walled hill village in Tuscany, the reaction was one of almost universal derision. Steve Houghton, Barnsley’s council leader for the past 11 years, recalls that the local authority had to decide whether to “deny this on a thousand Bibles or go with it and see what happens”. They chose the latter. “You didn’t get a sense of arrival or departure to the town. We were talking about creating a living wall, basically a series of landmark buildings to give you that clear vision, physically, of where the centre is. To change public perceptions of the place, we had to break the mould. Sometimes, you have got to be outrageous to make people sit up and take notice.” After the laughter died down, the money started to pour in and Barnsley is now undergoing a transformation that Mr Houghton, 49, admits he could not have dreamed about 10 years ago. “We’ve got to raise aspirations, to move from what was very much a dependency based culture into a more enterprising, can-do culture.”
Venison liver parfait on toasted brioche is available for £5.10 in the café at Pollyanna, an iconic four-storey designer fashion boutique on Market Hill where you can buy clothes by Issey Miyake, Yohji Yamamoto and Comme des Garçons.Vera Britton, 65, who runs the business, says that behind all the jokes she senses that most people are really “quite fond of Barnsley” due to “a perception that we got a raw deal during the Thatcher years”. She is pleased to see progress but she does not want to lose the air of small-town friendliness which may be threatened if too many outsiders latch on to a good thing. “Sometimes I look around and I think, Let them think what they like about Barnsley. Let’s keep it a secret.”

The study measured 27 significant cost components that are most likely to vary by location, including labour, taxes, real estate and utilities as they are applied to 17 business operations, over a 10-year planning horizon. The study also compared data on a variety of non-cost competitiveness factors that influence the attractiveness of business and site locations. Site selection factors compared in the report include macro-economic indicators, labour markets, innovation, business and environmental regulation, quality of infrastructure, energy supply, and quality of life.
“Selecting the most favourable business location doesn’t always come down to merely dollars and cents. One of the key reasons the non-cost factors were included in this study is that factors such as education, skilled labour pool, and cost of housing, for example, may play a key role in the success of a business,” said Glenn Mair, MMK Consulting, one of the study authors in association with KPMG.
The study enables businesses executives to take a quick, initial scan of how business costs compare among a variety of cities in leading countries. It also assists agents in their work with businesses considering relocation, and enables policy makers to help determine the impact of a proposed tax and/or incentive policy change on the cost-competitiveness of their area in relation to others.
Carol Cooper-Smith, Director of Barnsley Development Agency commented “This is fantastic news for Barnsley. When relocating to a new area the operational costs are always a huge consideration for the companies that we work with. We have always been confident of how cost competitive Barnsley is for these businesses but this study makes our case even stronger. To be third in Europe and the most competitive in the UK is staggering and we are delighted to have been part of this study.”

REGIONAL HQ LOCATES IN BARNSLEY
Barnsley Development Agency is delighted to announce that the new regional Business Link service for Yorkshire and the Humber has chosen Capitol Park, Barnsley to locate its new Regional Co-ordination Centre.
Bringing over 100 jobs to the site, the Regional Co-ordination Centre is to become the first occupier in the top quality Capitol Court building, which has been developed by regeneration specialist, Priority Sites as part of a joint venture with Sterling Capitol, the developers of Capitol Park. The Business Link service will take the ground floor, and half of the first floor comprising 15,000 sq. ft.
Capitol Park’s excellent location, just off junction 37 of the M1 motorway, on the A628 Barnsley/Manchester road and less than two miles fom Barnsley town centre offers excellent access to the majority of Business Link clients, workforce and partners, by either private or public transport . This was a major consideration in the decision by the Business Link service to establish a regional operation here.
Business Link’s ‘Information Gateways’, are currently located in Leeds, York, Hull and Doncaster, and will be centralised into the new single Regional Co-ordination Centre from April 2008.
Carol Cooper-Smith, Director of Barnsley Development Agency commented: “We are absolutely delighted that the new Business Link service has chosen Barnsley for its new headquarters. Not only does this building offer prestigious Grade A quality office accommodation, it is also ideally located to serve local and regional markets – something which will be key to Business Link’s service taking high-quality, face-to-face support out to clients based throughout the region. Barnsley is fast becoming a great place to do business, both now and in the future, and this relocation is a clear indication that a service such as Business Link really does recognise the advantages that we can offer.”
David Carr, Chief Executive of Priority Sites comments: “Capitol Court is a really great proposition, offering top grade office accommodation usually the preserve of city centre schemes, but just off the M1, so offering superb commuter links. We are delighted that the Business Link service is establishing its regional operation here – the building’s size and scope makes it ideal for accommodating the other “information gateways” from April 2008. With the subsequent employment that this will bring for the area, we are very pleased to have played a significant role in this major success story for Barnsley.”
Martin Croxen, chief executive of Leeds-based developers Sterling Capitol, commented: “The news that the new Business Link service for Yorkshire and the Humber has chosen Capitol Park Barnsley for its new Regional Co-ordination Centre is a ringing endorsement of the development. Business Link’s new base, One Capitol Court, is an integral part of Capitol Park Barnsley and is a superb building.
“As developers Sterling Capitol have a proven track record in delivering highly successful business parks in prime motorway locations in Yorkshire. Capitol Park Thorne, Capitol Park Goole and Capitol Park Leeds have revitalised their communities and created more than 3,600 jobs between them. I am delighted that Capitol Park Barnsley is proving equally successful,” said Mr Croxen.

AFFORDABLE BUSINESS UNITS SELL OUT IN RECORD TIME
A new developer to the area has reported the phenomenal success of its affordable business units, which have sold out in record time.
ETL Developments released its first phase of properties at Grove Park in Grimethorpe, back in April and in less than two months, all 17 units have been sold.
Barnsley Development Agency assisted the company in finding a location in the area that offered convenient access to all the major road networks. Edward Hirst, along his business partners Tina and Lindy Carter (acronym ETL) have developed a number of industrial units in West Yorkshire, but this is their first venture in Barnsley.
The industrial units ranged from 900 - 2800 sq ft in size and all represented good value for money in a superb location.
“We are delighted with how quickly the units have sold, which has shown how much demand there is for affordable premises in this area,” explains Lindy Carter from ETL Developments. “This is a great location with easy access to all the main South Yorkshire towns. We are planning our next development already in the area – watch this space!”
Shaun Higginbottom from Barnsley Development Agency explains: “Grove Park has all the essential ingredients for a successful development. PHASE II OF HUGELY SUCCESSFUL BUSINESS PARK COMPLETED
Barnsley Development Agency is celebrating the completion and success of the second phase of Wharncliffe Business Park.
Located adjacent to the well established Carlton Industrial Estate, Wharncliffe has been developed by one of the UK’s leading regeneration specialists, Priority Sites, a joint venture company owned by The Royal Bank of Scotland and English Partnerships.
This latest phase of development has provided 11 industrial units ranging from 3,000 sq ft to 6,500 sq ft, plus a 5,000 sq ft bespoke office building, all of which are now occupied.
Andrew Ainsworth from Barnsley Development Agency explains: “It is only by attracting high quality developers to this area that we can encourage regeneration, business growth and enterprise to its full potential. Priority Sites has shown its commitment by investing heavily in high quality construction and the result is that Barnsley now offers some of the highest specification and best located industrial and commercial units in the region.”
One of the major reasons for the site’s success is the flexibility offered by Priority Sites to meet client’s specific requirements, which has resulted in relocations by businesses such as DEB Chartered Accountants and Dantone Precision Engineering.
Priority Sites’ development director Graham Sadler comments: “The whole development has been a winner from the start. By being flexible to client requirements and providing the very highest specification, we have been able to meet the needs of many businesses looking to relocate. The close working partnership we have with Barnsley Development Agency has helped us to demonstrate the many benefits of relocation and it is great to see so many businesses thriving here!”
Barnsley Development Agency worked closely with Priority Sites and agent Chris Rowlands & Co to market the business park and offered business support to companies who chose to relocate here.
Chris Rowlands adds: “It is great news that Barnsley is attracting so many regional businesses. With a further phase of speculative development by Priority Sites at Shortwood Business Park, near junction 36 of the M1 motorway planned to start in summer 2007, we are confident it will replicate the success seen at Wharncliffe.”

ACCIDENT REPAIR CENTRE RELOCATES AFTER NEARLY FOUR DECADES
Anyone who has ever driven between Birdwell and Barnsley will have seen the familiar sign of Spray & Bake on Sheffield Road. After 39 years, one of Barnsley"s most famous accident repair centres has decided to relocate to Bromcliffe Business Park in Monk Bretton as part of an exciting new era for the company.
When owner Mick Stringer heard that the company’s existing premises were being sold for development, he saw this as an opportunity to move into larger premises and invested in new equipment to move the business forward.
Bromcliffe Business Park, off Burton Road, provided a convenient location, although Mick was initially concerned they would lose some of the passing trade the company picked up in Birdwell, he is finding that customers are following them to their new Monk Bretton location.
“We’ve put up a sign outside our old premises saying we have moved,” explains Mick Stringer of Spray & Bake. “We didn’t want people thinking we had closed down after all these years, especially when the equipment we have now and the service we offer is better than ever. We are settled in to our new premises now and our existing customers are starting to find us, as well as lots of new ones, it couldn’t be better!”
The company, which provides painting and repair services for cars that have been involved in accidents or that just simply need restoration as well as body realignment services, has invested heavily in a new oven as part of the new regulations regarding water-based paints.
Barnsley Development Agency helped Spray & Bake to find suitable premises and assisted in the relocation.
Shaun Higginbottom from Barnsley Development Agency explains: “Spray & Bake are like a local institution – everyone has seen them or visited them over the years and we were delighted to help them find new premises. The first phase of units is expected to be complete in May 2007 and prospective customers will benefit from units which can be easily adapted to suit their individual requirements on a site which benefits from high quality landscape and impressive security. Spring Park will no doubt prove to be a popular high specification business opportunity.
Carol Cooper Smith, BDA Director, commented: “We are delighted that D Noble Ltd. have chosen to invest in Spring Park and welcome the local jobs this development will create. I see this investment as a vote of confidence in our area and the work we do to promote Barnsley as an excellent location to do business”.
The development has a BREEAM assessment, meaning that great care has been taken in terms of environmental impact, both during construction and for the future operation of the units. Also worthy of note is the fact that local companies Compass Engineering and Carlton Bricks have supplied the steelwork and bricks.
Chris Rowlands of Chris Rowlands and Co., the agent for Spring Park, explained: “I am certain that this is going to prove a popular development, it is ideally situated in terms of location and the Park Springs site offers immense opportunities for business growth. These will be modern, attractive premises and we certainly expect demand to be high.”

Vecom Ltd have also chosen Claycliffe as a base for part of their Northern England operations. Providers of the largest and most comprehensive stainless steel finishing service in Europe, Vecom recently relocated from leasehold premises to their new 6,400 sq. ft. freehold unit. The company are extremely pleased with their new premises which they say gives them the space and flexibility to effectively carry out their business.
The next phase of development will see the completion of a further 12 industrial units, 11 units of approximately 1,800 sq. ft. and one unit of approximately 4,700 sq. ft. Due for completion in November 2006, the units have already proved popular with many been taken prior to completion.
Further development of this site is ongoing by Booker Yorkshire Ltd for units of various sizes to be made available on flexible terms. Located in close proximity to Barnsley town centre and approximately 3 miles from the M1, junctions 37 and 38, Claycliffe Business Park provides a prime location for companies looking to start up or relocate within the Barnsley area.

Barnsley Development Agency (BDA) is working with F. Booker to secure suitable occupiers for the units. SIGNIFICANT MOVE FORWARD FOR BARNSLEY'S BJD
Designers and manufacturers of large scale crushing machinery, BJD Crushers, has recently relocated to larger premises in Barnsley to bring various elements of the business to one location.
Peter Mills, Director of BJD and Angela Pedley of BDA, with one of the latest crushing machines.
The move from Barnsley Business and Innovation Centre (BBIC) to a 6,000 sq. ft. unit on Joe Pole’s Industrial Estate at Claycliffe enables the company to encompass their office based design function, the assembly and maintenance of machines and storage of parts on one site. Such functions were previously managed across various sites at Finningley, Bawtry and Sheffield and this will mark a significant step forward in improving business processes and gaining greater control over quality procedures.
BJD are committed to building strong supply chain relationships and Barnsley’s central location proved a major factor in the company’s decision to relocate from Wakefield in 2001. The company now source 90% of their goods and supplies from the local surrounding areas.
BJD Crushers believe the key to success is their ability to remain competitive on quality and price and in predicting future trends in the marketplace. The business, which previously primarily focussed on the aggregate industry, now designs and manufactures a broad spectrum of machines capable of processing an extensive range and size of materials including plastics, fertilizer, shale and clay to landmine clearance. Further demand for BJD products is occurring as result of new environmental legislation which is designed to encourage the recycling of more and more products. For example, waste material for waste energy schemes.
Evidence of BJD’s success is apparent from their impressive client list which includes major players such as Corus, UK Coal, British Gypsum, Tarmac Group, Saint Gobain, Hanson and Lafarge throughout both national and international markets as far a field as Australia, South America, Russia and the Caribbean.
Barnsley Development Agency (BDA) helped BJD find suitable expansion premises at Claycliffe, Barnsley and has provided a range of assistance to support the investment and development of the company. This has included the facilitation of a SRB6 Workforce Development Upskilling Grant, which will allow all employees to complete a 2D CAD computer course and SAGE software training. The provision of an Objective 1 exhibition grant also enabled BJD to attend the International Quarry and Recycling exhibition where they were able to demonstrate their product range with a view to increasing new and existing business particularly within Europe and emerging countries.
Peter Mills, Managing Director at BJD Crushers, commented, “Our relocation to Barnsley has seen BJD go from strength to strength. The growth of the company has resulted in the move to our new larger premises which has streamlined our day to day operations. The assistance we have received from BDA has saved us both time and effort in searching for new premises and the further development of our workforce and technological capabilities will greatly enhance our company growth objectives.”
Angela Pedley, Business Development Officer at BDA, added, “It is encouraging to see a company like BJD successfully make the move from incubation space into larger premises bringing previously contracted work into Barnsley and providing space for further expansion. BJD has clearly experienced the benefits that Barnsley provides as a business location and we look forward to providing our continued support.”

FURTHER NEW HOUSING DEVELOPMENTS FOR GRIMETHORPE
The regeneration of Grimethorpe, near Barnsley, has been given a boost with the announcement of further new homes for the village.

New housing development at Grimethorpe.
Award winning construction company, Haslam Homes, has bought land, known as the Village Site, behind High Street, from Barnsley Council.
Over the last two years Haslam Homes have built 135 homes in Grimethorpe as part of a larger package of investment improvement facilities, opportunities and amenities. Three of the homes were priced at £60,000 – meeting the Deputy Prime Minister’s challenge to provide affordable homes for local people.
Over 50% of Haslam Homes’ Grimethorpe customers are first time buyers and 60% in the 20 – 40 year old age range. 57% have moved within the Barnsley Borough with 20% of those returning to Grimethorpe.
Grimethorpe has been undergoing a transformation with public and private investment expected to exceed £70m by the end of 2006. Barnsley Council, through the Grimethorpe Regeneration Executive and Barnsley Development Agency, together with Yorkshire Forward, has pioneered the way for reviving Grimethorpe’s fortunes. Brierley Town Council, Chevin Housing Association, Yorkshire Metropolitan Housing Association and other local organisations have also played important parts. As a result, new businesses have been attracted to the village, leading to 150 new jobs in 2006, and expected to rise to 1500 new jobs by 2010.
The new homes will be an attractive combination of house types and sizes. All will come with energy efficient and low maintenance features including double glazing, central heating and smoke alarms.
Steve Houghton, Leader of Barnsley Council said: “Recent months have seen some remarkable changes in Grimethorpe with much more to follow. The months ahead will see further significant growth in the village with more new homes, even more jobs and the addition of community facilities.
“One of the most pleasing aspects of the regeneration is the number of young first time buyers who have been attracted into Grimethorpe. This can only be of benefit to the community and help to restore its vitality.”
Peter Hindley, Yorkshire region managing director of Haslam Homes added: “Haslam Homes are committed to the long term regeneration of Yorkshire communities such as Grimethorpe. The many months and years of planning leading up to the signing over of land, through to customers moving into their new home, are breathing new life into Grimethorpe and its amenities. Each family that moves in is a family committing to the future of the village, helping to keep local facilities alive.”

GRIMETHORPES REGENERATION IS PROVING A GREAT SUCCESS
The first phase of new housing in Grimethorpe is drawing to a successful close.
New housing development at Grimethorpe
In September 2004, Haslam Homes released the first units for sale at Allegro Court; now 91 of the 101 new homes have been sold.
The properties range in size from two to four bedrooms and in price from £90,000 to £160,000. Over 50% of Haslam’s customers are first time buyers and 60% in the 20–40 year old age range. 57% have moved within the Barnsley Borough with 20% of those returning to Grimethorpe.
Phase 2 of Allegro Court commenced in June 06 and will provide a further 34 new homes for sale comprising a range of 2 & 3 bedroom houses and bungalows. Prices range from £107,995 to £147,995 with the first homes due to be complete by September 2006. The first 11 plots have been released for sale and one has already been reserved.
Haslam’s final phase, known as the Village site will be the largest of the three, providing 226 new homes for sale. Works to provide new drainage, roads, green space and improvements to the adjoining water course have been carried out over the past four months as well as a new road connection to High Street, all in preparation for the new house building. Construction is due to commence in Autumn 2006 with the first new homes expected to be complete by March 2007.
Around the Village, other work has been undertaken to improve the connections between existing and new housing. The whole of the ‘backs’ onto High Street have been given a face lift with old buildings demolished, roads improved and resurfaced, new pedestrian routes established and shoppers parking provided. On the High Street, pavements have been improved, new walls, fences and gates fitted and new street lighting installed. This work has been funded with grants from the Regional Housing Board. This money was provided as a result of Barnsley Council’s partnership with the Wakefield and Doncaster boroughs in the ‘Green Corridor’ alliance. Further funds have been secured for similar works to be undertaken on other parts of High Street and Hastings Street and plans for this work are currently being prepared.
The past twelve months has also seen massive success at the Park Springs Business Park. Newcomers to the area include Thornhill Service UK, Plausible Ltd, and NCB Exhibitions. Sash has also taken an additional factory for specialised products. Construction is currently taking place on new buildings for Countrywide Healthcare and Prologis Developments (at Houghton Main) and there are planning applications on two further sites.
The largest development site has now been sold to a major employer who plans to start building later this year. The first phase will be a 450,000 sq. ft. unit providing 450 jobs. Later phases will extend the development to over 1 million sq. ft. of offices and industrial accommodation with the potential for a further 1000 jobs.
In all, 150 new job opportunities will have been created in 2006. This figure should increase by 1000 in 2007 and by 2010, the total will have risen to 1500.
Partnership working between the public and private sectors has been the key to Grimethorpe’s success. Barnsley Council, through the Grimethorpe Regeneration Executive and the Barnsley Development Agency, together with Yorkshire Forward, has pioneered the way for reviving Grimethorpe’s fortunes. Brierley Town Council, Chevin Housing Association, Yorkshire Metropolitan Housing Association and other local organisations have also played important parts. Haslam Homes and Ben Bailey have invested heavily in the village and major employers such as Sash, Prologis, Thornhill Service, Carlton Brick, together with many smaller businesses have shown confidence in the future of this location by investing substantial funds in new development and employment opportunities.
Stephen Houghton, Leader of Barnsley Council concludes, “The last twelve months have seen some remarkable changes in Grimethorpe with much more to follow. The months ahead will see further significant growth in the village with more new homes, even more jobs and the addition of community facilities.
One of the most pleasing aspects of the regeneration is the number of young first time buyers who have been attracted into Grimethorpe. This can only be of benefit to the community and help to restore its vitality.”

BARNSLEY COMPANY SCORES WORLD CUP CONTRACT
Barnsley business Image Works is benefiting from World Cup fever.

Image Works director Mick Mitchell with Carol Forrest of Barnsley Development Agency
Image Works won the opportunity to produce the photography for ASDAs football themed in-store promotionl material.
Specialising in marketing, photography, design and print production, Image Works was established in October 2005 by Mick Mitchell. Originally from Barnsley, Mick trained at Barnsley School of Art and then worked for marketing agencies in London and Leeds. However, recognising the growth potential of Barnsley’s creative and digital sector, Mick returned to his home town to set up Image Works at Barnsley Business & Innovation Centre (BBIC). The business incubation services offered by BBIC have proved to be exactly what Image Works needed to establish itself within a competitive industry.
The World Cup has presented fantastic opportunities for Image Works to demonstrate its creative expertise. The agency has produced photography for a variety of ‘Love the game’ football themed point of sale and promotional items for ASDA stores across the UK. The photography used for the signage and posters was even taken by Mick and his team at Oakwell where Barnsley FC’s red and white conveniently matched the England flag colours. Additional photography featuring other World Cup team colours was also taken, for use in ASDA stores in Ireland, Scotland and Wales.
Continuing the football theme, Image Works has also collaborated with fellow BBIC company Side Effects Studio to produce internal ASDA videos of the supermarket chain’s Kids’ Cup – a popular football competition. The two companies were able to demonstrate their ability to provide quality material within extremely short lead times by shooting one stage of the competition at Oakwell on a Saturday then editing and producing the video for an ASDA board meeting at 3pm on the Monday.
The items produced for the Kids’ Cup also included images of man of the moment Wayne Rooney – photographed by Mick. Both Rooney and girlfriend Coleen McLoughlin are also currently faces of ASDA’s George clothing range and Image Works’ photography of the couple has been used in-store and within magazines throughout the country. Mick even took some images of Rooney in a Manchester store – to the surprise of shoppers!
Whilst the majority of the agency’s work is for large retailers, Image Works’ client list also includes a major wine importers (for whom Image Works produced World Cup themed wine boxes – available in ASDA) and an international group of patent attorneys. For a recently established business, Image Works’ clients include several well-known organisations such as Proctor & Gamble, for whom the agency is producing photography, point of sale signage and posters promoting the new Gillette Fusion razor.
Image Works has been assisted by Barnsley Development Agency (BDA) which provided Image Works with a Single Regeneration Budget grant via the Creativity Works scheme. The funding enabled Mick to purchase state of the art direct digital imaging software (which enables camera functions to be controlled via a computer), an extra large computer screen and other equipment including a camera and lens. Mick commented, “The funding provided by BDA has enabled me to acquire new equipment which has made a real difference to our capabilities and has generated a great deal of income as a result.”
Carol Forrest, Economic Development Projects Officer, BDA added, “Image Works has demonstrated creative flair in addition to commercial acumen and we were delighted to provide assistance”.

THE NEXT CHAPTER FOR MONARCH INDEXING
Premier UK book finishing service providers, Monarch Indexing, are undergoing further expansion since their relocation from London to Barnsley almost two years ago.
Left to right: Lee McCormack (Monarch), Ann Glews (BDA) and Terry McCormack (Monarch) outside Monarch’s new premises at Shortwood Business Park.
Monarch Indexing specialise in leading edge step indexing, thumb indexing, specialist tab cutting and other book finishing services in various publications from user guides and diaries to catalogues and dictionaries. Their impressive client base includes major blue chip companies such as Vodaphone, HSBC, Alliance and Leicester and Capitol One. A relocation from London in June 2004 saw Monarch Indexing take up premises at Dodworth in Barnsley which brought about a 30% increase in turnover.
This was largely the result of site related cost savings which has since allowed the company to make valuable investments in automated cutting edge technology. Today, Monarch now operate two automatic state-of-the-art indexing machines, with plans to invest in a third machine in January 2007, together with five Remat manual machines. This combination allows flexibility and the capacity to work on a number of jobs at any one time, no matter how large or small. The factory operates 24 hours 7 days a week with a highly skilled and trained workforce to ensure they continually provide a reliable, flexible and competitive service in all aspects of their clients requirements.
This commendable company ethos has recently allowed Monarch to make the long-term investment in new larger premises at Shortwood Business Park. The company are the first occupiers to move into this Priority Sites development, located just off junction 36 of the M1 motorway. The 6,200 sq. ft. unit presented the company with the ideal solution - providing quality, modern premises in a prime location that will allow for additional expansion, both in terms of warehousing and marketing activity.
Joint Company Directors, Terry and Lee McCormack, are already looking to the future and predict that the move to their new premises will ultimately result in a further 35-40% increase in capacity. In response to the increased demand and expanding order books, Monarch, who currently employ six full time staff, are looking to take on a further four full time employees before July.
BDA has provided a valuable source of information and advice to support both the relocation and subsequent expansion and move to Shortwood. This has incorporated issues such as premise searches, recruitment, training and health and safety.
Terry McCormack, Director of Monarch Indexing, commented, “The growth and success we have experienced since relocating from London has exceeded anything we could have imagined. With invaluable support from BDA we have reaped the benefits of locating in Barnsley that has ultimately led to our recent expansion and move to Shortwood. The high capacity premises put us in an ideal position to consider future growth of all aspects of the business.”
Ann Glews, Business Development Officer at BDA, said, “Since our involvement with Monarch Indexing, the company has gone from strength to strength. It is great to see a company relocate from London to Barnsley and achieve the level of success and continuing growth that Monarch are experiencing. This further demonstrates Barnsley’s potential as a prime business location.”
