MARKETS PROJECT DEFINITELY GOING AHEAD, SAYS COUNCIL LEADER
Leader of Barnsley Council Cllr Steve Houghton today announced that the cornerstone of the Remaking Barnsley initiative – the Market project – will definitely be going ahead, but he did acknowledge there had been a delay.
He announced on behalf of all partners – Barnsley Council, Yorkshire Forward and developers 1249 - that the project is alive and kicking, but that the timescales have had to change because of the lack of a firm position with a main contractor.
“A delay is unfortunate,” said Cllr Houghton. “The uncertainties associated with the current financial climate and the well publicised ‘credit crunch’ has meant that we have hit some difficulties while trying to negotiate a satisfactory price for the contract. Unfortunately, this has taken longer than expected, but I am pleased to offer reassurance to the Barnsley public that this highly-anticipated project is still going ahead.”
This has meant that the overall project will be delayed up to 12 months, with demolition of the Central Offices and retail units underneath is now planned for 2009, and the entire market opening for business in autumn 2012.
Cllr Houghton also announced that the first major retail name to commit itself to taking retail space once the new market is open – Debenhams – is still firmly behind the project. He also anticipated being able to announce two more household names – one a cinema, another a retail outlet – would be committing to the project within a matter of weeks.
The new timescales has also meant that the Christmas 2008 shopping programme, including Christkindlmarkt, will take place as normal. Council and developer representatives are already speaking to traders and retailers about offering quality temporary lets and a continuation of existing tenancies until demolition work starts.
Service diversion works have taken and continue to take place to ensure the site is ready for the new development and that the town continues to function effectively in the interim.
“Things are moving quickly in Barnsley,” he said. “We have already seen some key buildings appear over the last few months, including the Digital Media Centre and the Interchange. Work is continuing on the Civic and other key projects such as the consultation on the town’s extensive street upgrading works and open spaces. Private developments such as Gateway Plaza and the recently announced new college buildings also add to the excitement.
“I appreciate that there have been worries from some quarters about how the new market will affect them, but measures have been put in place to support all those who have space in the current market, and as a result occupancy levels are up. We will continue to work with our partners and traders’ representatives to discuss further measures in order to allay any concerns and to make sure that the market remains the hub of the town centre shopping experience. We must make sure that the town remains a vibrant, attractive place to visit even during the periods of demolition and development, and we will do all we can to ensure that it functions as normally as possible during this time.
“There is a very real need for the market development to take place to make sure that Barnsley can effectively compete with surrounding attractions, and I am sure most people recognise this and welcome the work that is being put in to make this happen. It will happen, have no doubt about that, and when it does, we really will see a modern, vibrant and pulsating town centre that will make us the envy of not only Yorkshire, but the whole UK and beyond. The journey might be taking a little longer than first expected, but the destination will be worth the wait.”
